May one suppose that the following possibility has occurred to our
top brass and precautions taken accordingly?
Suppose that a climax has been reached in the Kremlin's thinking and
planning. Then, if Capt. Nikolai Artamonov's recent testimony (as
reported in the press) is correct, it might follow that the Russians
are sending Mr. K. and entourage to the U.N. in the expectation of
luring the cream of Western leadership to same.
What more paralyzing blow could we receive if one day (or night)
during the height of argument, negotiation or sham appeasement, the
leaders of the Communist bloc should give us the slip despite our
25 mile ban and escape to a sub waiting off Long Island while they
slammed an atomic missile into U.N. headquarters (and New York city),
Ergo - en gardel Watch those guys, they are capable of anything.
And then again, maybe this is the why of the 25 mile ban.

P.S. This may sound like a letter from just another crank and pro-
bably should be anonymous, but I've risked signing it anyhow. Recall-
ing that Nomura and Kurusu had started "negotiations" in Washington
just before Pearl Harbor, who can say who is going to be "trigger happy"
and who isn't?
