Dear Mr. Dulles-
I understand that there exists a considerable concern over the
Venezuelan political situation. The Leftists including the
President and all his Cabinet will not succeed there and no
amount of money can cure the ills of the present administration.
It will simply prolong the agony.
To cure their economic problems which are entirely due to an
enormous bureaucracy and sheer mismanagement, granting sub-
stantial loans to the Venezuelan government will be a waste of
money and effort. A Castro-type of take-over is out of the ques-
tion because the Armed Forces will not permit it. To encourage
and find the right civilian elements that can help the military to
set up a good government is something in which I with my close
knowledge of the Venezuelan situation can be of service.
