MEMORANDUM FOR THE DIRECTOR:
1. This memorandum contains a recommendation in Paragraph 4.
2. Victor Riesel is leaving New York on 3 July 1961 for a
two month trip spending at least a week each in Rome, Paris, Ankara,
Vienna, Munich, Copenhagen and London. He made two requests
(1) that you write a guest column to be used by his syndicate
while he is away. He is asking certain members of the Congress
and the Cabinet officers he said to write guest columns. (2)
He would like to know if we have any information that we would
like to pass on to him regarding labor conditions in any of these
places; if there is any one we would like to have him look up and
if there is any way he can be helpful to the Agency. He said
he originally intended to go as far as Tokyo and then the boycott
of Japanese goods fizzled. Later he planned to go to India but
he believed that the story has tapered off. He is going to London
because he thinks that the Labor Party is getting into the hands
of the wrong people. He is going to Copenhagen because he thinks
there is unrest in the North countries. He will send us his
itinerary.
3. I told Mr. Riesel I doubted very much that you would be
able to grant his request for a column) appreciative as I know you
would be at his thinking of you. He said he quite understands
why you might not want to do it at this time but he did want to be
