It is much too long since you and I have
seen each other, and I am glad that the visit of
your friend, -furnishes an occasion
to answer your good letter of July V.
The problem he presented is one of great
interest to us and one that we are following closely
from the intelligence angle, and I am hopeful that
we can be of some assistance. The Soviet dumping
of POL is becoming an increasingly serious problem.
