The present property lease will
expire 31 January 19 1, and the General
Services Administration was unable to obtain
a renewal. We have located a suitable com-
mercial property
which GSA is willing to lease for us. How-
ever, in order for GSA to forego the usual
process of advertising for bids, the attached
Certificate of Necessity is required.
