1. This memorandum contains a recommendation for your approval. Such
reccnmiendat aon is contained in paragraph three.
2. Dr. Rusk called on Monday, 9 September, and said that he was very
interested in talking to Mr. Smith, the new head of ICA, concerning greater
use of U.S. funds for medical rehabilitation in backward areas of the world.
You will recall that last Spring Dr. Rusk, at President Eisenhower's su;ges-
tior, ha.a lengthy discussions with Under Secretary of State Herter on this
subject. Mr. Hex-ter, according to Dr. Rusk, was extremely interested. You
will also recall that Dr. Rusk had considerable difficulty in convincing
Mr. Hollister of the wisdom of these programs and consequently felt that his
suggestions to Hollister didn't get 'very far.
3. Dr. Rusk would be very appreciative if you would be willing to host
a luncheon for Mr. Smith, with Mr. Herter present, to discuss this matter.
Dr. Rusk suggests that I should be in attendance, and I also believe Cord 25X1
Meyer should be present. Dr. Rusk suggests any one of the following dates:
September 19, 20, 23, 24, 25 or 26.
