Paragraph 5 of this memorandum recommends the Director s approval of a general program for the Inspector General's staff in 1962. A description of the staff's normal functions is attached for the Director's convenience. 2. A formal survey of the Development jacts Division is now in process and should be completed about 31 January 1962. It is propooed that the following new surveys begin in January: National Photographic Interpretation Center -- Scheduled immediately because it supplements the DPD survey and requires security clearances already granted to meMbers of the DPD survey team. International Organizations Division -- Selected because it is a complex division with often nebulous operations which may present problems in internal coordination. . As staff members complete these surveys, it is proposed to examine the Agency 'e research and development programs as operated by the Offices of Scientific intelligence and Coum3icatjcos and the Technical Services Division, possibly coupled with a full-scala survey of all TSD. In the second half of 1962, if manpower permits, we propose to survey one major DD/I component to be selected after consultation with Mt. Amory.
