SUBJECT: Proposed DDI Compact
1. This memorandum is for information only.
2. The Deputy Director (Intelligence) has shown an interest
in possibly contacting from time to time reference to
a study on China that he is preparing for a private research
activity. I have briefed Dr. Cline on the case of and
on the reasons that his Top Secret clearance for this Agency was
rescinded. I have told Dr. Cline that it is important that Mr.
not be given the impression that he has any official security
clearance with this Agency. However, I see no security objection
to an occasional personal contact with by the DDI or
one of his principals in order to collect information from Mr.
[::::3vhich may be of interest to this Agency or to lay on him the
nominal non-sensitive intelligence requirements. It should be
understood that the relationship should be similar to the Office
of Operations type contact
