MEMORANDUM FOR: Deputy Director of Central Intelligence
VIA: Deputy Director (Plans)
SUBJECT: CIA Representation on the United States
Strike Command Staff
1. This memorandum contains recommendations for approval
and action by the DDCI, as contained in paragraph 4.
2. The JCS has notified the Agency that the Secretary
of Defense has approved in principle the assignment to
CINCSTRIKE of all military responsibility in the Middle East/
Southern Asia and Africa South of the Sahara. They have
requested the Agency to assign a CIA Representative on the
USSTRICOM staff and, subject to your concurrence, to nominate
the CIA Representative and a Commander-Designate for the
CIA Force Middle East/ Southern Asia -Africa South of the
Sahara (CIA MEAFSA). The Agency should also designate the
CIA Senior War Planner who should be responsible for support
of CINCSTRIKE.
3. The following appointments are now in effect and
would be terminated at such time as CINCSTRIKE formally
assumes his new geographical responsibilities and CINCNELM
is deactivated:
a. Mr. James H. Critchfield is Senior War
Planner Middle East and Commander-Designate CIA
Force Middle East under CINCNELM.
b. Mr. Bronson Tweedy has been Senior War
Planner Africa South of the Sahara and Commander-
Designate CIA Force Africa South of the Sahara
under CINCLANT, with I las his
Deputy in both positions.
