The Foreign Secretary has telegraphed to say that he is seriously concerned about the delay in starting our discussions with the Australians and New Zealanders about Indonesia. Lord Home considers it conceivable that by the end of February we might be involved in serious fighting in the Borneo territories against the Indonesians. He does not believe that there is any difference between British and American assessments of Indonesian policy and aims and that therefore it ought to be possible to reach agreement between us and our Australian and New Zealand colleagues within a matter of two or three days. Te should then be able to press on towards early agreement on recommendations to the four Governments as to the policy to be pursued and for this policy to be immediately applied while there is still time to avert any serious developments.
