I have become increasingly aware, as I
think you have also, that some form of ad hoc
interagency consultation is necessary to make
certain that United States policies with respect
to civil aviation in developing countries are
properly formulated and executed to meet political
and security requirements. Not only should the
aviation aspirations of these countries be
responded to in a constructive manner, but positive
steps are required to counteract or interdict
Soviet bloc penetration of these countries through
aviation activities
I would be grateful if you would give this
same problem some thought and discuss it with me
soon. I am writing similarly to DOD, FAA, CAB and
AID, and will arrange a meeting on it in a few days.
