You will be interested to know that we are proceeding rapidly
toward completing the report on our Russian trip. There are a
few points yet to be covered.
You no doubt noted in a recent press announcement that Mr. Ignati T.
Novikov has been promoted to direct all U.S.S.R. construction
activities and named a Deputy Premier. Mr. Pyotr S. Neporozhni,
who was First Deputy Minister of Power Construction, has been named
to take Mr. Noyikovts position as Minister of Electric Power Con-
struction, With this advancement of Mr. Neporozhni, I feel that
the book which he authored, entitled "Electrification and Electro-
technical Construction," a copy of which he gave to me, should be
translated to give us an insight into his thinking as well as any
facts or statements contained therein.
There are several graphs and illustrations in the book which
cover some of the area we have under discussion in our report
regarding the energy race which, no doubt, would be of interest
to both of our agencies. We would be glad to assist in preparing
the illustrations for inclusion in the translation. I under-
stand the book has been made available to your agency by Mr. Mermel.
I am making the Russian film which I obtained from Mr. Khrushchev
available to General MacDonnell, who is arranging for reproduction.
Perhaps you may wish to have copies made for your agency at the
same time.
I have been advised by Mr. Mermel that from time to time he has
obtained information covering factual and statistical details
of the U.S.S.R. electrification and construction program fromr;,,
your staff and Messrs. 1 11
have been most helpful in this regard. Your fine coopzr-
ation is appreciated and as soon as our report is completed,
copies will be made available to you.
