Attached is a proposed letter to Honorable
Clinton P. Anderson, outlining the Agency's efforts in
the recruitment of Spanish-speaking people located in
the Southwestern states. This letter was prepared in
response to a memorandum dated 18 November 1963
addressed to you and others (attached) from Ralph A.
Dungan, Special Assistant to the President, which
transmitted a copy of Senator Anderson's letter to
Honorable Lawrence F. O'Brien on this subject.

assessing the speech. The analyst reached the
conclusion that the speech does not encompass
more factual data than could have been gained
from a careful reading of the press and there is
no Indication that Castro had any advance or s eciai
information. Nevertheless, the deaf? of his
interest somewhat mystifies me.
