Mr. applied on his own initiative in
October la.d was interviewed in our Washing-
ton Recruitment Office. He only obtained U. S.
citizenship in January 1962 and will not have
the five years required for staff employment
until 1967. His application was considered for
contract possibilities utilizing his language
ability but his English proficiency is quite
limited. His file was reopened in May 1963 upon
request of Senator Keating. A letter notifying
