SUBJECT: Resume of OCB Luncheon Meeting, 22 January 1958
PRESENT: Mr. Allen, Mr. Cutler, Mr. Dearborn, Mr. Dulles,
Mr. Gray, Mr. Herter, Mr. Scribner, Mr. Smith,
Mr. Sprague, Mr. Strauss, Mr. Staats
1. NSC 123
It was decided that from the point of view of security, and
also of ease of handling, matters such as the proposed revision
of NSC 123 would not as a rule be considered at lunch. It was agreed
that in general on those occasions where an item is of unusual
sensitivity it would not be considered at the open Board meeting,
but a smaller group with membership as appropriate, would be
convened in Mr. Herter's office before lunch. The consideration
of NSC 123 was tentatively scheduled in this manner for 12:30 PM,
Wednesday, January 29.
2. Recent Statements by Scientists
Mr. Dulles discussed recent statements by Drs. Berkner and
Brode, with particular reference to testimony before the Moss
Committee involving allegations of over classification of Russian
documents. The DCI stated that he would arrange to have this matter
discussed with Dr. Berkner.
3. Meeting Scheduled for January 25
There was some discussion of the luncheon meeting scheduled
to be held in the Administration Building at CIA. on January 25. It
was agreed that Vice President Nixon should be asked if he is planning
to be in Washington that day, and that Harold Stassen and Douglas
Dillon should be asked.
