SUBJECT: Resume of OCB Luncheon Meeting, 29 January 1958
PRESENT: Mr. Allen, General Cabell, Mr. Cutler, Mr. Dearborn,
Admiral Foster, Mr. Gray, Mr. Herter, Mr. Scribner,
Mr. Smith, Mr. Sprague, Mr. Staats
1. Iraq/Saudi Arabia/Jordan Union
There was some discussion of the desirability of a union of
Iraq, Saudi Arabia and Jordan. No definite conclusions were reached.
2. Syrian Students for American University
Mr. Smith asked whether the group could perceive any objection
to the United States' subsidizing selected Syrian students for attendance
at the American University in Beirut. It was agreed that there are no
policy considerations which preclude the granting of financial assistance
of this kind to Syrians. Mr. Smith said that in the light of this, his
agency would remove any internal restrictions that now exist.
3. Economic Aid to Turkey
Mr. Smith stated that in his opinion U. S. economic aid to Turkey
has not been entirely successful. He called attention to the steady
and serious decline in the value of the lira and said that it would appear
that a more effective approach to the problem of our aid to Turkey
should be devised.
General Cabell informed the group that events in Indonesia are

moving toward a climax, in that it is probable that the Sumatran
dissidents will within the next few days issue an ultimatum to the
Central Government.
