25X6 3. Operation
The AEC proposal to announce Operationi at 25X6
this time was not approved. The Board felt that this was par-
ticularly bad timing for such an announcement and decided to
wait until after the Geneva Atoms for Peace Conference in late
August. As a part of this discussion, Mr. Herter spoke of a
position paper on the whole matter of nuclear testing prepared
by State which will soon be circulated to the other agencies. In
this general connection Mr. McCone spoke of some of the test-
ing which AEC has been doing and made particular reference to
Mr. Smith referred to some information which had come
to him to the effect that contracts were being let for the con-
struction of a second Suez Canal to run parallel to the existing
canal. Apparently no details were known.
Mr. Herter said that in a discussion with the Israeli
Ambassador and the Israeli Defense Minister, the Defense Minister
had said that there are about 1, 000 scientists in Israel who are
virtually unoccupied. The Minister of Defense cited this as a
regrettable waste of scientific talents and said that he has some
ideas as to ways in which they may be used.

6. Arab Refugees
Although there was no discussion of this as an agenda
item, Mr. Herter spoke of a cable from Jordan on the subject
of Arab Refugees in Jordan. The cable outlines the increased
difficulties with the refugees by reason of the fact that supplies
for them are very difficult to obtain since the closedown of the
Syrian border.
7. Defense Department Inflatable Satellite Project
Mr. Sprague informed the Board that Advanced Research
Projects Agency (ARPA) and the National Advisory Committee
on Aeronautics (NACA) had proposed to make a public announce-
ment of plans to launch an inflatable satellite early next year.
The Board agreed that no announcement of this project should be
made at this time.
8. U. S. Policy on Information About Nuclear Weapons
With regard to the Defense Department's wish to get an
expansion on existing policy covering the release of information
on the presence of nuclear weapons in other countries, Murray
Snyder is going to provide some suggestions to the OCB working
group which will be asked to consider the Defense Department
proposal.
9. U. S. Policy on Outer Space
Mr. Gray said that, in as much as it was certain that the
NSC would approve the Policy Paper on Outer Space, the agencies
involved should move ahead at least with their planning with
respect to providing advice and equipment to friendly nations.
Mr. Gray cited specifically the UK. The DCI suggested that we
might also include other areas which would be important, as is
Asia, and suggested the possibility that Japan might be given
early advice and assistance in this field. Mr. Herter referred
to the need for getting qualified technical people to produce some
planning in this respect. (It was noted that no existing OCB
Committee appears qualified for this, and it will probably be
necessary to set up an ad hoc committee for this purpose. )

11. IAC Consideration of Exchanges of Scientific
Equipment
The DCI informed the Board that he was having this
matter included in the agenda for the next IA.C meeting at which
the IA.C would be asked to review matters involving exchanges
of scientific equipment with Communist bloc countries',, in
accordance with the minute of the OCB meeting of 30 July 1958.
The DCI did not ask for any change in the wording of that minute,
and the Board approved the minutes.
