MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 8 October 1958
PRESENT: Mr. Dulles, Mr. Gray, Mr. Harr, Mr. Herter,
Mr. Irwin, Mr. McCone, Mr. Scribner, Mr. Smith,
Mr. Washburn, Mr. Melbourne
1. Public Statement by Columbia Broadcasting System
Mr. Dulles said that Mr. Earl Newsome, Public Relations
Advisor for the Columbia Broadcasting System, had telephoned
him to ask whether he or other elements of the Government would
have anything to suggest with regard to the statement to be issued
by CBS on expulsion of their correspondent from the USSR. Mr.
Dulles said that he had told Mr. Newsome he thought it might be
worthwhile for the statement to include a comment to the effect
that the U.S. had hoped to achieve freer exchange in the information
field with the Soviets, and that any event of this kind could only be
viewed as a retrogression.
Mr. Board agreed that this general guidance to Mr. Newsome
was useful, and they had nothing particularly to add to it.
2. Announcement on PLOWSHARE
Mr. McCone presented a draft of a proposed announcement
concerning projected tests under operation PLOWSHARE scheduled
for the summer of 1959. The Board felt that the matter of peaceful
uses of nuclear energy, and the tests required to enhance our
capability in this field, necessarily involved a Presidential decision
and thus the announcement should not be made at this time. It was
generally agreed that testing in connection with peaceful uses
would have to be considered at an early stage of the impending
Geneva negotiations if we are to avoid having them ruled out all
together.

3. Proposed Postage Stamp to Commemorate Explorer

A suggestion by the Army was then brought up having to do with
the possibility of a commemorative postage stamp in honor of the
launching of Explorer I. The majority of the Board felt that it might
be unwise to issue such a stamp in view of the obvious disparity
which now exists between our accomplishments in the satellite field
and those of the USSR.
4. Representation by the Joint Chiefs of Staff
The Board then turned its attention to a discussion of whether
or not the JCS should be represented at OCB meetings. The consensus
was that if a matter of direct interest to the JCS were scheduled,
the Chairman of the JCS or another one of the Chiefs would be
welcome at either the lunch or the open meeting.
5. Economic Commission for Asia and the Far East Symposium
on Petroleum Resources
Mr. Smith said that the Economic Commission for Asia and the
Far East has scheduled a symposium on petroleum resources, in
New Delhi from December 3-16, 1958. He said that it is expected
that the USSR will present an elaborate exhibit to attempt to illustrate
the benefits of nationalized oil as contrasted to privately developed
oil. The group recognized that counteraction was called for in this
case and that there were a number of things that could be done to
rebut these expected Soviet arguments. Mr. Herter said that Mr.
Winthrop Brown had been assigned to coordinate activities in this
regard.
6. Chairmanship of Outer Space Working Group
The next subject raised was the question of which agency should
chair the OCB Working Group on Outer Space, which has been

established in response to NSC 5814/1. After some discussion it
was agreed that State would provide a chairman for the group, at
least until such time as NASA is in a position to provide the leader-
ship.
