In accordance with your memo of 2 November 1959, we have
reviewed the Memorandum for the 0CB, 10 March 1954, subject:
"Special Committee Report on Indo-China, Phase A (NSC Action
1019a). ra
It is our opinion that the factors dictating the.original Top
Secret classification of the report attached to the above-mentioned
memorandum, are still partially valid. We would agree. however,
to a downgrading to Secret.

office did not indicate reason for desiring this document to be down-
graded*
Defense participation in the development of the referenced memorandum
involved primarily the Office of Special Operations (050), Office of the
Secretary of Defense. OSO has advised that it will defer to the Central
Intelligence Agency and the Department of State in downgrading or
declassifying this document.
Request that you initiate a review of those portions of the
memorandum assigned to the Central Intelligence Agency for action and
advise this office of the appropriate reclassification that may be
assigned. State has been requested to initiate a similar review of the
classification of the political sections of the document. Upon receipt
of replies frcm your agency and frm the Department of State, this office
will reco>mlmend to the OCB Staff Executive Officer the appropriate reclassi-
fication of the document.
