OSO has advised that it will defer to the Central Intelligence Agency and the Department of State in downgrading or declassifying this document. Request that you initiate a review of those portions of the memorandum assigned to the Central Intelligence Agency for action and advise this office of the appropriate reclassification that may be assigned.
