Special Guest, substituting for Mr. Quarles: Mr. James Douglas It was agreed that each member would bring to the January 2nd luncheon meeting a list of ideas which might enhance the posture of the United States vis-a-vis the USSR and the Soviet Bloc. This will, it is hoped, represent a crystallization. of some of the ideas discussed informally at these meetings, as well as provide an incentive for the production of completely new ideas, 25 25X1 3. DCI Briefing Mr. Dulles outlined the current situation in Indonesia and Laos. 4. Rice for Indonesia Mr, Smith stated that he thought it worthwhile to examine now the various sources which might exist for obtaining rice for the aid of certain Indonesians, if the situation there should develop into an active conflict. Bandung Explosion The question was raised as to whether the explosion in Bandung had resulted in any loss of military or other equipment. Mr. Dulles said that to the best of his knowledge it had not. 6. Article in the Foreign Service Journal Attention was called to an article in the December issue of the Foreign. Service Journal by John W. Henderson, entitled, "Shanghai Alma Mater. " This article was described as being very enlightening as to Communist tactics which might be used elsewhere. Mr. Dearborn inquired as to whether anything could be done to save the Garuda Airline in Indonesia from being completely expropriated. It was pointed out that a paper on the general subject of preventing Communist takeover or infiltration of Far Eastern airlines is now in preparation in the appropriate OCB Working Group, and that this might provide general guidance. However, no specific solutions were proposed. 8. Paper on Berlin The restricted paper having to do with steps to be taken in the event of Soviet withdrawal from the Berlin Air Safety Center was discussed. The group approved the paper with the proviso that the pros and cons of allowing Lufthansa to fly into Berlin be examined. This was in accordance with a suggestion made by Mr. Smith. 9.
