Approved For Release 2024P80B01676R0025000101 T4-0 SECURITY INfiORMJ TIO Official Diary Saturday, 1 December 1951 Late on the afternoon of 30 November, Mr.'Ted Babbitt, Intelligence Officer for Civil Defense, passed on the following information by phone: CD had arranged a briefing for a group of individuals representing Associated Universities of America, the object of which was to initiate a longe-range project to improve the quality of our Civil Defense. Q clearance for these people had been requested from G-2 but, although the conference was scheduled on Monday, December 3, many of these clearances had not as yet been obtained. Babbitt called to assure me that, regardless of what rumors we might hear, he would see to it that only those persons for whom he had a written clearance from G-2 would be given information requiring such clearance. This would apply even though an uncleared individual-had come from California to attend. I thanked Mr. Babbitt for this assurance and passed this information on to Shef Edwards. 25X1 Cleared with Mr. Dulles the proposed revision of paragraph 5 of NSCID No. 1 and requested that Mr. Reber prepare a complete staff action, including appropriate notification of the IAC and the request for amendment, addressed to the NSC. I explained to Mr. Reber that these papers should make it plain that we were requesting confirmation of an authority which everyone implicitly accepted, but desired to have made express. At Mr. Dulles' request, discussed with Matt Baird his proposed intra- agency indoctrination course. Mr. Bairdts suggestions seemed to me to differ somewhat from those set out in the memorandum. As expressed verbally his desire was to have the people at division chief level in each of the CIA Offices adequately informed as to mission and functions of other CIA Offices. Mr. Baird undertook to recheck the advisibility of such a course with the respective Assistant Directors. Also discussed with Mr. Baird thepossibility of briefing the various people in the Office of DCI as to the work of Director of Training. Attempted to set up a meeting of Messrs. Douglas and 25X1 Drs. Chadwell and Millikan in Mr. Douglass' office, ' 11:00s,, ues ay in order to discuss the possibility of working out a coordinated paper on overseas handling of scientific and economic intelligence matters possibly through OSO. This will have to be checked on Monday with Kirkpatrick and Douglass.
