Present: Mr. Dulles, General Cabell, Mr. Amory, General Truscott,
Mr. Helms, Mr. Gates Lloyd, Mr. Kirkpatrick, Mr. Barnes,
Mr. Sheldon, Dr. Kent,
a. Noted he wanted to review our current practice of briefing
the National Security Council and commented that for some time he had
felt we should include items of substantive intelligence. Mr. Helms
suggested to meet this the Director might wish to crank in more of our
exclusive material and undertook to furnish items of this nature to
Mr. Sheldon who in turn will put this information in the form of notes
preferred by the DCI. Mr. Amory suggested that at Monday Deputies'
Meetings the agenda for that week's NSC briefings be discussed. The
Director approved.
During the meeting the Director received a telephone call from
Senator Saltonstall referring to an article in the Washington Evening
Star of 6 May by Charles H. Donnelly, senior specialist of national
defense in the Legislative Reference Service of the Libr
This article dealt with Soviet missiles and, according to
is based on a survey of open literature? i.e., magazine an newspaper
articles, and is of new and ancient vintage. Senator Saltonstall sug-
gested that representatives of the Agency might wish to talk with Mr.
Donnelly. However, the Director countered that he (Donnelly) might
take this opportunity as an excuse to request classified information from
the Agency. In any event, the Director told Senator Saltonstall he would
"wrestle with the problem" and would be in touch with him later. In
the meantime, Mr. Amory was asked to get a complete copy of the report
referred to in this piece which was made at the request of "the Prepared-
ness Investigating Subcommittee of the Armed Services Group" and
Mr. Kirkpatrick undertook to get in touch with Ken BeLieu.

MR. DULLES:
Noted he had spoken to I I about becoming a member
of the group and he had accepted. It was agreed
the Director would call and notify him of the meeting to be held on 21 May.
Dr. Kent commented that this would be the last meeting of the current
academic year--next meeting to be held in the fall.
MR. KIRKPATRICK:
Reported that Senator Gore, in a closed meeting o the Senate
Foreign Relations Committee, had asked Secretary of Defense McElroy
what he knew about CAT, and apparently the Secretary had pleaded
ignorance on this subject (and probably rightly so). Mr. Kirkpatrick
said we had been in touch with Karl Marcy on this matter and he (Kirk-
patrick) believed it is under control.
