Present: Mr. Dulles, Mr. Bissell, Mr. Amory, Mr. Lloyd, Mr. Helms,
Mr. Barnes, Mr. Sheldon, Mr. Abbot Smith, 25X1
a. Remarked that he had to go over and see Postmaster General
Sumn.erfield immediately at the close of the Deputies' Meeting. Mr.
Helms stated that he would brief the Director immediately after the
meeting on a very covert arrangement of his with the Post Office Depart-
ment in the event this should be the subject matter of their discussion.
There ensued a general conversation on the pros and cons of the present
Post Office policy of not permitting Soviet and Satellite newspapers,
books, and other publications to be delivered to recipients in the U. S. to
whom they are addressed. Messrs. Amory and Bissell both expressed
themselves strongly in favor of urging the Postmaster General to change
this policy if the subject should come up. It was admitted by those
present, however, that there are serious obstacles to changing the
present policy in view of the fact that a. good deal of this type of material
is addressed to U. S. residents unsolicited.
b. Referred to a letter he had received from Senator Spessard
Holland of Florida enclosing a letter from a Federal judge in Orlando to
Holland requesting that Senator Holland obtain for him a copy of the CIA
report cited by Drew Pearson in his column of 14 August. The Director
stated that he wished to have a broad, comprehensive reply prepared to
this letter, setting forth all the facts in the case in order that, if it should
seem desirable in the future, the letter might be published for the record.
He asked that Mr. Warner and get to work on this immediately
and check out with the FBI the content of the letter before he signs and
dispatches it.
c. Stated that he had had a phone call from Gordon Arneson the
previous evening, asking that a TALENT briefing be arranged for Foy
Kohler, Dick. Davies, Arneson, and possibly one other State Department
official for 28 August at 3 p.m. Mr. Amory undertook to make the appro-
priate arrangements.
d. Stated that he had invited Admiral Rickover to come to the
USIB meeting next Tuesday. He did this at the suggestion of Chairman

McCone of the Atomic Energy Commission, who felt that it would be
important to hear Rickover's views concerning certain proposed
exchanges of atomic energy information with the British, French,
and other NATO countries. He stated that it was his understanding
from McCone that Rickover is skeptical that the Soviets possess a
reactor suitable for submarine use.
g. Stated that he had been quite irritated upon receipt of General
Breitweiser's telegram of yesterday to the intelligence community,
complaining of the lack of information on the fighting in Laos. All
Mr. Helms handed the DCI a memorandum he had prepared after he had
received General Breitweiser's message and stated that he would fur-
nish in addition copies of reports which we have furnished on the Laos
situation since the fighting commenced in the northern area. The DCI
wishes to take this material to the next Intelligence Board meeting and
discuss it with General Breitweiser.
h. Referred to a State telegram dealing with the possibility of
U. S. helicopter assistance to Laos. He asked Mr. Lloyd and Mr.
Bissell to look further into CAT's capability to help out with pilots and
equipment if called upon.
i. Commented upon the cable received from ~indicating
considerable difficulty between our man and the Consul General there.
He asked Mr. Bissell to take this up with Gordon Arneson.
Referred to an article he had seen in the New York Times report-
ing on the Soviets removing a number of books from the American exhibit

in Moscow. He stated that at the very end of this article it was reported
that the State Department had requested removal of a number of books
from the Soviet exhibit in New York. No one present had ever heard of
any such action by our State Department and the Director asked that a
copy of this article be obtained for him since he might wish to bring the
matter up with State.
