Kirkpatrick, Sheldon4part of mtg. 25X1 25X6 Noted that he and I were planning to call on Julius Holmes in State to discuss CIA activities in Black Africa. General Cabell commented he hoped as a result of this meeting that Mr. Holmes would be more amenable to our requirements in this area. Noted he had just learned that I Iwas in this country and had 25X1 been interviewed by the FBI and asked the Director if he desired to see the report. The Director said he did not. Mr. Kirkpatrick: Referred to the memorandum approved by the Director on 17 Februar, 53 establishing an Agency Selection Out Procedure and stated that he had already: heard some rumblings about this policy. He commented that in his opinion supervisors and all others concerned with the implementation of this program should be extremely careful how it is handled in order to prevent accusations of a reduction in force. Col. White stated he intended to personally review each case submitted in the DD/S component and before the employee concerned is notified in order to insure in his own mind selection out is justifiable. Mr. Amory commented that he had established a similar procedure for DD/I. The Director said he thought this a most wise method of handling this matter and while he did not wish to overburden the Deputies he did feel that these cases should initially be reviewed by a senior officer in each of the major components of the A.gency. This was agreed to and Col. White suggested it would be helpful if the Director of Personnel could be present at these meetings in order to answer any questions that might arise. ACTION: DD/P, DD/I and DD/S. Noted that I Secretary of USCIB, is due to return to the Navy in September and stated that only the Air Force had come up with a recommenda- tion for his replacement. Mr. Sheldon said this man, E_ I 25X1 as well versed in special intelligence and Elint activities and from his record should do a creditable job. After some discussion it was agreed that CIA would accept him and ADGI undertook to poll the other members of USCIB. Mr. Amory: a) Noted that the Soviet Ambassador to Syria had paid a visit to Dhahran 25X1 I 25X1 25X1 and asked if any report in this regard had been received from aid he had not seen one and undertook to query 25X1 25X1 b) Asked the Director if he desired that we continue our country by country studies of Sino-Soviet Bloc activities, noting that while an excellent paper had been prepared on the Sudan it had taken considerable time. In response to a query from the Director Mr. Sheldon stated that most of the time was consumed in coordination between OCI and the elements of DD/P and in order to turn out a reasonably factual paper he saw no shortcuts. remarked that he 25X1 discussed this matter withi and while he agreed that the production of these studies was time consurningl _J was of the opinion that they are25X1 valuable assets to the OCB. He said he would suggest that these papers be prepared on a selective basis and in support of studies undertaken by the OCB. The Director agreed and stated while he did not want to overburden our facilities he did feel that these studies would serve a useful purpose and directed that they be continued. He said in fact, he wanted to keep a file in his office since he often had a requirement for such information. Mr. Amory commented that we might well make use of some of the better studies by including them in the Weekly. Noted that the Agency as a whole had done exceedingly well in reducing personnel strength in order to meet the ceiling established by the Director. He said as a consequence he and his people were in the process of drawing up a master plan for the Agency in order to determine what components would not move to the new buildin . He said this building is permanent and up until now apparently no other government agency wishes to occupy it. Mr. Amory said he had been giving this problem some thought too and felt that HTAUTOMAT could stay in its present location as well a This led25X1 to a discussion as to when and if the time might be propitious for the Director to go to Congress and request additional funds to build another wing on the new building in order to accommodate those components which are selected to remain behind. It was the general consensus that such a request would have pretty hard sledding and nothing in this regard should be done until after the contracts for the new building had been let, at which time further consideration would be given25X1 to this thou ht.
