he desired that DD/P take the following actions 1) the emergency
communications facilities at all of our stations where a crisis
might be expected be continually checked, within the hounds of
good security, in order to insure that these facilities can be put
. 2)-,~ cash at stations located in possible crisis areas will be
examined in order to insure that sufficient funds are on hand at all
times to meet any contingency; 3) all stations to be notified 25X1
that when a crisis appears imminent, brief reports will be cabled
to be immediately followed by resorts in more detail. The Director
The Director also expressed his concern over the fact that
should he not have been in his office on Sunday, 14 April, to
receive the abov~e??mentioned Attache cables possibly G-2 would ha-e
made no further attempt to pass the information contained therein
to anyone else in the Agency. ibr. Kirkpatrick suggested that a
senior duty officer roster for Sundays and holidays be established
and further that this officer be physically present in the Directorts
office from 8t3O to StOO,~ After some discussion it was agreed
that the IG's suggestion would be given consideration and raised
again at a subsequent Deputie s I[eeting?

Noted that we sorely lacked guidance on American policy in
Africa south of the Sahara and had not been successful in obtaining
any help from State, ACTIONS DCI to mention this problem at the
next UCB meeting and DD/I to take up with 25X1
