Mr. Dulles:
d that State has put a ban on all overflights
over to include dropping of leaflets from high
altitude flights along the border. General Cabell said he
intended to check this ban with State in about a week and
see where we stand. The Director said if at that time it is
still on we should seek a decision at the highest level in
the Department of State.

leaders and stated we should take the opportunity to bear
down from the PP side on these utterances, Mr. Helms said
that and company are working on this and the
Director noted his intention of raising this matter at today*s
OCB meeting.
Mr. Helms:
Referred to the Director's request for CIA success
stories that might be used at the next budget hearing and
asked Mr. Dulles what he had in mind. The Director indicated
that he wished so ethina in the political and ical
