C. Noted he had spoken to Col. Goodpaster with respect
to the possibility of the President or Jim Hagerty receiving
communications from regarding the

go Referred to a State cable on the Kurdish situation
and noted this might eventually become explosive and we should
watch it,
Col. White:

b. Reported that so far CIA is in good shape budget-
wise for the remainder of the fiscal year and should there
be any projects hanging fire it would be well to process them
now. Col. White suggested, however, that we should not
attempt to put through marginal programs just because funds
are available since all unexpended money in this year's
budget will revert to the CIA reserve.
