General Cabell:
a. Noted that the current regulations covering clearances
for Special Intelligence state that people cleared for this
should be of native born parents. General Cabell said at
today's USCIB meeting the Board would consider changing should
to must with the provision that waivers could be granted in
certain cases. After some discussion it was unanimously agreed
that CIA would stick with should.
