Approved For Release 2009/01/02 : CIA-RDP80B01676R002300190016-2 DEPUTIES' MEETING PRESENT: General Cabell, Mr. Wisner, Mr. Amory, Col. White, Messrs. Kirkpatrick. Helms. Sheldon, Gen. Truscott. General Cabell said this meeting had been called to consider a problem facing the REGAL program and asked to outline this problem to those present. said that there has recently been installed in equipment 25X1 25X1 25X1 developed by the Office of Communications w c would increase the production of 0 material by 2/3. However at the present 25X1 time he is unable to make use of this equipment due to lack of personnel. pointed out that actually an employee with a high school education and about ten days training could learn to operate this equipment satisfactorily and he believed with the addition of 108 people we could keep current in processing the material in question and eat into the backlog. Col. White noted it was his understanding that 135 people are required White went on to say that we have more clerks in the pipeline than ever before, however, these people will not be fully processed until the summer months, therefore he saw no alternative but to ask the Deputies to assign on-duty personnel to this project (provided they can be granted an SI clearance) if the urgency of processing current material and cleaning up the backlou is such to warrant this action. General Cabell asked what we would gain by taking immediate action rather ian waiting until we could recruit the necessary bodies. Mr. replied this would be hard to determine until such time as the material on hand and currently being received could be translated since we have no way of knnwinn withnvt Approved For Release 2009/01/02 : CIA-RDP80B01676R002300190016-2 Approved For Release 2009/01/02 : CIA-RDP80BO1676R002300190016-2 Mr. Amory said he wanted to second Mr. Wisner's comment and that he too would be unable to meet numerous requirements placed on him for spot papers, estimates, analyses, etc. Mr. Wisner then asked if Agency personnel ceilings could not be lifted in view of demands for additional activities and stepping up of other activities already in existence. Mr. Kirkpatrick suggested that the PAC sit down and review our current programs and activities and come up with a recommenda- tion on personnel ceilings. (No decision was made on this.) Mr. Wisner recommended that: 1) before any final decision is made each Deputy have the opportunity to consider how the transfer of personnel will affect other projects, 2) a report on this be made at a future meeting. General Cabell replied he saw no alternative but to embark on this program immediately and that its progress be reviewed from time to time.
