Mr. Dulles:

a, Reported lie attended a conference at 0DM yesterday at
which the President was present during the entire meeting to
discuss Mobilization Plan C, which in effect is a readiness
operation as to what the government would do in case of an all-
out attack. General Cabell said it was made clear at this
conference the importance the President ettached to Mobilization
Plans and he (General Cabell) wished to get the President's
interest across to those present and through them, to the senior
officials in the Agency. General Cabell went on to say that an
30 April all agencies of government are required to furnish ODWA
with their plans as to what they will actually do in the event
of an all-out war and that he had asked Mr: to meet 25X1
with the planning officers of the several components o produce 25X1
a coordinated Agency plan.

h?r. Kirkpatrick:
a, Reported that a representative of the House Post Office
and Civil Service Committee had followed up on our invitation to
furnish that Committee with additional information on the manpower
survey it is conducting. The IG believes the Committee is satisfied
with the additional information obtained.

b, Reported that in so far as no acceptances had been
received on our invitation to the members of the Subtiommittees
of the Armed Services and A ro riations Committees of the
Senate and House to visit he did not believe they
would make this visit in the near future in view of their heavy
Congressional schedules. General Cabell recommended that at
the appropriate time we follow up on these invitations. The
Director approved, ACTION: IG.
co Reported on the current activities of the President's
Board of Consultants and noted that action had been taken to
provide the individual members of the Committee with certain
requests made for information pertaining to the activities of
CIA,
/d. Asked the Director if he wished Norman Paul to accompany
him to the Symington Committee briefing on Monday. The Director
indicated that he did and asked Dr. Kent to notify 25X1
he would like him to be present for his meeting with Mr. er
Hamilton on Sunday, 22 April, and also that he would like 25X1
I to be present during the Symington meeting on 23 Apr
In this connection Gen. Cabell said he had received a call on
20 April from Amb. Davis who said he had read our testimony before
this Committee on 10 April and in view of his responsibility to
edit the Defense testimony had asked if he could read our
expurgated portion of the hearing since this would assist him
in his editing responsibilities. The Director said he saw no
objection to this, however, he did not intend to completely edit
our statements until we have completed these Committee hearings,
but in the meantime asked Mr. Amory to have Howard Stoertz start
working on this.
Mr. Amory:
a? Reported that the Scientific Attache Program had not
been moving as rapidly as he had hoped due to the fact that Dr.
Waterman has been out of the city, however, there is a good
possibility that this matter will be buttoned up next week,
b,. Stated that a survey of the recipients of the NIW
indicate it is very well accepted in all quarters and a more
detailed report on this has been furnished DCI and DDCI.
Col, White:
Noted that we had about reached the point of asking the
Bureau of Public Roads to transfer to CIA or GSA title to the
land at the Langley site and this raised the question as to
whether we will expect GSA to manage the new building or whether
we should assume this responsibility. Col. White pointed out
from a security standpoint the latter would be an ideal solution

since we would have complete control over the guard force, char
force, cafeteria workers, etc? however, on the other hand this
would add some 800 to 1200 people to our T/O. After some
discussion it was agreed that Col. White would work out with
GSA the following: 1) The Guard Force would be CIA employees;
2) GSA would handle all other housekeeping; 3) We would make
clear to GSA that all personnel employed in housekeeping jobs
would have to be cleared; 4) We would have a voice in handlin4;
the concessions (cafeteria, snack bars, etc.) and CIA would share
in any profits.
