b. Referred to a report that the Soviets intend to send an
agricultural mission to Burma, noting that this is one field in
which the Russians have failed and asked if we couldn't sake
some use of this fact through our propaganda outlets. Mr* Wisner
suggested we might put out the word that it would be wise for
the Soviets to send the agricultural experts who had visited the
US since they are the only ones who know anything about farming.
d. Directed that we be a little more subtle and not use the
word "bribe" in cables and other correspondence. ACTION: DD/P.

g. Referred to a State cable from Geneva indicating that the
talks with the Chicoms there would probably stop in about two months
and noted he had asked Sherman Kent to prepare an appreciation of
the disposition of Chicom military forces to include new construction
of airfields, etc* which he (DCI) intends to furnish the Secretary
of State*
h. Stated we should begin to draw together items from Pact
material for the President in preparation for his forthcoming talks
with Nehru, Mr. Sheldon said this is under way and undertook to
furnish the Director a draft of these items in the near future with
the final paper being ready by 15 June*
to Noted he had been considering briefing the Security Council
on items taken from Pact sources provided this could be done
without revealing the source. Mr. Sheldon pointed out this would
be rather difficult since we mi ht expect some Council members who
are not familiar with the to ask for additional
information on items the Director presents. DCI agreed with this
and indicated he still might wish to give such a briefing. In
connection with the above-mentioned material Mr. Sheldon raised the
question as to whetherl should be briefed on the
instructions of to its UN delegation. The
Director said he might take this up on a high level in State.

Russians assuming responsibility for the Katyn Forest massacres.

k. Noted that at the OCB meeting on 9 May he had briefed
the members on Buddhism and as a result it had been tentatively
agreed to appoint a committee on this subject with representatives
from State, CIA and USIA, ACTION: Mr. Roosevelt.

report can be confirmed or denied.

reference to Erskine's proposal on the drafting of a counter-
intelligence policy. The Director said he had about decided to
put this matter before the IAC&
no Reported briefly on his meeting with the President's
Consultants on 12 May and noted on the whole they were very compli-
mentary. The Director said they had particularly devoted a good deal
of attention to NSCID 4 and suggested that CIA table intelligence
objectives before the NSC in order to get approval and in fact had
recommended that this directive be amended to provide for such action
on a continuing basis. The Director commented that he saw no
objection to this provided that NSC wants it and asked Mr. Sheldon
to place this matter on the agenda of the next IAC meeting.
Depending upon the decision of the IAC the Director intends to
send a letter to Dillon Anderson.
The Director also reported that the Consultants appear to be
satisfied with our lannin ty but had expressed some
concern about He said he had indicated we
could review our programs In t s field and possibly save some
money and personnel. Mr. Dulles asked that DD/P furnish two
memoranda prior to our next meeting with the Consultants -- one 25X1
explaining our activities in this field general in
nature and the other dealing with th in particular.
Mr. Sheldon noted he thought he had been able to clear up with
the Committee some of its concern over the number of clearances
issued for Special Intelligence and in response to the Director stated CIA at the present time has leared 25X1
for SI. The Director said he thought this was far too many and
asked Acting DD/I to review our clearances in order to reduce the
number. Mr. Sheldon commented that this matter is under continuing
study.
o. Asked Col. White to have Mr. Paul prepare a memorandum to
be sent to the field covering our exchange of correspondence with
Senator Symington and the Director's testimony before the Symington
Subcommittee. The Director asked that the press release on this
matter by the Senator also be included.
Mr. Wisner:
Referred to a list of proposed items for use (black) in
connection with our de-Stalinization program and in response to
a query from the Director stated that he concurred in all of these
items with the exception of the one referring to Stalin as the
person who broke the backs of the Kulaks. The Director agreed.

Briefly reported on a meeting with the Stessen Disarmament
Group on 11 May and noted that a discussion had been held about
what to do should the Russians make a unilateral announcement of
a reduction of Armed Forces. The Director said it might be well
if ONE would produce a paper on worldwide reaction to such an
announcement, ACTION: Acting DD/I.
