a. Noted he received a letter from Dr. Killian covering
the following points:
Review Delegation of Authority
The President's Committee has recommended that the
DCI review each six months his delegations of authority.
The Director noted he does not know of any authorities
he has delegated and believes the Committee is confusing
this with the authority he exercises in agreed activities.
Submission of Intelligence Objectives to the NSC
As discussed at the Deputies' Meeting on 14 May
this matter will be submitted to the IAC at its next
meeting recommending that: 1) these objectives be
submitted to the NSC to note and/or approve; 2) NSCID 4
be amended to provide that such submission be accomplished
on a regular basis.
Reviewof the Definition of Special Intelligence
The Committee has recommended that this definition
be reviewed and in particular how SI bears upon the respon-
sibilities of CIA and NSA. The Director said that Gen.
Truscott had this matter in hand and he (DCI) intended to
call in the members of the Brownell Board to go over our
review,
Biannual Reports of Intelligence Collection Agencies
The Committee has recommended that each Intelligence
collection agency submit to it a biannual report covering
operations.

d. Noted that Afghanistan is coming up at the NSC meeting
tomorrow and upon being advised by Mr. Roosevelt that we had
been unable thus far to obtain any hard policy on this area
from the Department of State, stated that now was the time for
us to make our pitch. ACTION: Mn, Roosevelt to draft a paper
for the Director's use at this meeting.

problem and undertook to bring it to the attention of Mr. Careyo

a. Noted we had received what is purported to be Khrushchev's
speech before the 20th Party Congress and asked what dissemination
should be made of this document, noting that we are not positive
of its authenticity. Mr. Kirkpatrick suggested that with
appropriate caveats in a covering letter this document could be
given our high level dissemination. DD/P undertook to draft
such letters for the Director's signature.

b. Suggested that we do an animal farm type piece on the
Soviets put to death by Stalin and who have since been vindicated
by the present leaders in Russia. The Director said this was
an excellent idea and asked Mr. Kirkpatrick to get in touch with

project but would withhold decision on whether to make a movie
out of it as was done in the case of the animal farm program.
