Helms, Bissell, Sheldon, Gen. Truscott, Mr. Dullest a, Noted he had seen Ads. Stump in Honolulu during his recent trip and in a conversation the Admiral had given every indication he was unhappy with the proposal that raw intelligence be furnished direct to the Service components under his command rather that funneling through his intelligence officer, The Director noted he had advised Ads. Stump he would look into this matter upon his return, The Director said in the meantime he had given a good deal of thought to this problem and had more or less reached the conclusion that the decision in this matter should be left to the Joint Chiefs of Staff and CIA should stay out c. Referred to a memo from the Executive Secretary. NSC, requesting a report be furnished that Council by 15 July which would project the cost of foreign intelligence programs for the next three years and noted that he expected CIA's budget for these activities to remain on an even keel with the exception of unpredictable emergencies that might arise and possibly an increase due to our proposed stepped-up activities in Africa. Mr. Dulles commented that the foregoing was about what he planned to say when this matter is discussed at the IAC. In any event the Director said he would be opposed to quoting any figures in the proposed report. ACTION: DD/I is to discuss this problem with Dillon Anderson and in particular advise him that: 1) the Director plans to raise the proposal in question at the IAC; 2) CIA has no knowledge of the size of the intelligence budgets of the other members of the IAC, 25X1 25X1 Approved For Release 2003101/299-: CIA RDP80B01676R002300190002-7 Approved. Whites 25X1 b, Noted that in some instances a serious morale problem is created due to delays in the deliberations of Employment Review Boards. Col. White said it was realized that these Boards are time consuming and take away the members from their day-to-day activities, however, he recommended that action be taken to speed up these Boards and suggested that the Order appointing such Boards contain instructions that the Board meet continuously until the case is settled, The Director approved. 25X1 Approved For Release 2003/01/29-`.
