Again referred to the Presidents proposal at Geneva (see Minutes, Deputies` Meeting, 22 July 1955) and reiterated his statement that we should prepare comments, as a matter of urgency, on the Presidents proposal, i.e. how it will be implemented, and its effect on intelligence activities. In this connection the Director referred to a cable from settin forth certain 25X1 ideas for possible use in the and 25X1 stated additional dissemination should be given to this message -- particularly to ONE -- for consideration by the Board. Mr, Wisner suggested that this be done in the form of a mee+orardum. The Director approved, be Noted that in view of the fact the NSC meeting on 28 July would probably be spent in discussing the Geneva L'ontea~ence, he intended to call Dillon Anderson and put over our quarterly briefing until a later date. In this connection the Director said he would also take up the matter of presenting this report on a 25X1 semi;?~nnual rather than quarterly basis. Amory undertook to recommend to DDCI qualified officers for these jobs. 25X1 c, Raised the question as to whether or not the Agency briefed Congressmen prior to trips to Iron Curtain countries and after some discussion it was agreed Mr. Kirkpatrick would look into this, bearing in mind that should such briefings be done, they would be tailored to the individual concerned. Mr, Kf rkpatrick: a. Noted it had finally been determined that the special fund set up to provide assistance to CIA personnel and establishEd and contributed to by our alumni is exempt from income taxes. Mr, Kirkpatrick recommended that in view of this, members of tl~e CIA Career Council now participate in th'e administration of this fund together with the outside Board members and also that we solicit contributions for the fund from Senior employees. Armstrong's office) is sending selected NIE's to Iron Curtain posts and in discussing this with Col. Edwards he (Col. Edwards) had disagreed with this action. Mr. Dulles said that this is a policy decision not a security problem and he saw no objection to doin this, Mr. Dulles also said that ACTION: DD , 25X1 b.
