c, Stated he had given a good deal of thought to our
dissemination procedures and in particular he felt that foreign
intelligence information was not being made available to the
higher levels in Government. The Director said he realized he
might be asking too much, but believed that some system could
be worked out whereby selected publications. 25X1

Director, The Director remarked that possibly we should prepare
check lists of people who should receive certain types of in-
