b. Noted a cable from 25X1
(IN 26108) respecting the agenda for CIA?s talks with the
on war plans and asked DD/P to reply to this
message. Mr, Wisner pointed out that from the tone of this
cable it would appear that the are possibly 25X1
attempting to use CIA as an entree to scuss war plans in
general since the Pentagon is at the present time holding them
at arm's length on this subject, The DCI said, therefore,
that CIA would have to be most careful in any discussions and
keep them within the bounds of our activities. The Director
made it clear that we should steer away from discussing thermo-
nuclear warfare as referred to in the above-cited commcation

c. Noted he had gone over the draft of his ginrt
report to the NSC and stated that the portion on
activities should be "beefed up". Mr. 0 undertook to

long range planning in regard to future ll elections. 25X1

Col. White:
a. Reported that CIA was way behind in its contributions
to the Red Cross this year as compared to last year. The
Director asked those present to so inform their people and
request each person who had not already contributed to do so
even though the amount might be small.
b. Noted he had discussed with the Bureau of the Budget
the proposed legislation for a new CIA building and stated it
was necessary to include in this legislation an eight million
dollar item for extension of the Memorial Parkway to the
Langley site. Col. White made it clear that while the Bill in
question would not limit us to Langley, it was necessary to
point up the funds for road facilities, since this money, if
we build at Langley, would be turned over to the Department of
the Interior. Mr. Kirkpatrick pointed out that in addition to
building a road, which would in all probability bring down on
us the ire of Senator Byrd, there also existed transportation,
sewage, and water problems insofar as Langley is concerned.
Mr. Kirkpatrick said while the water and sewage problem could
in all probability be surmounted, it was his considered opinion
that we might expect to lose a great number of clerical personnel
in view of the transportation difficulties involved. After
some discussion it was agreed to drop the Langley site from
consideration.
