Mr. Kirkpatrick:
Noted he had received a memorandum from Col. Grogan
recommending that in the interest of national defense, CIA
employees not be allowed to accept outside employment. Mr.
Kirkpatrick said he strongly recommended against this since

security regulations amply cover outside employment, The Director
agreed but asked Mr. Kirkpatrick to consult Col. Edwards in order
to determine whether these regulations are being abused, noting
he was somewhat concerned over the fact that the spouses of some
employees are working for newspapers. General Cabell suggested
that in those cases where employees engage in outside employment,
they receive from Security written ground rules covering such
employment in addition to the briefing now given.
Mr, Sheldon:
Noted that we are continuing the over briefings for General
Babcock, and he and Ambassador Lodge appear to be completely satis-
fied with this service.
