a. Reported on his meeting with the Under Secretary of Defense
Anderson:
(1) Defense has agreed to the "Agreed Activities" paper.
Director stated this should be prepared for Mr. J.ee. Mr.

individual. Mr. Helms reported this individual is a "bad egg" and
stated he would have a report on him to the Director by Monday.

Mr. Helms stated that in cases of civilians, we pass this information to the
State Department, and in military personnel, to the appropriate service.

Stated the White House had called again regarding the briefing for
the Dodge group. Mr. Helms raised the question of clearance for the
Dodge group. Gene a C ell said that what we gave them could be given
on a hypothetical N thout discussing what we are doing. DCI
indicated he would like to postpone the briefing until 11 January. Mr.
Amory reported that he was ready to handle all details of the briefing
on 4 January, and felt it would be advantageous to give the briefing as
soon as possible. (Subsequent decision was made to have the briefing on
11 January.)
Mr. Amory:
a. Reported social contact had complained to him that CIA Agents
were shadowing Fulbright scholars, and that he had assured the individual
that no such activity was being engaged in.
b. Reported the Indian Government was seeking to buy three civilian
