Amory, Wisner, Bissell, Kirkpatrick, Sheldon, Helms Mr. Dulles: a. Discussed a forthcoming Readers Digest article and stated that he felt there was too much mention of CIA in it. Stated he felt this was a good time not to get any more publicity; that it might be too late to get the article changed, but asked Mr. Kirkpatrick to see what he could do. to attend. Mr. Amory mentioned that a RegionalAR5`ax-sadors Conference would be held in Manila immediately after the Bangkok meeting. h. Discussed the SEATO Conference in Bangkok. Mr. Kirkpatrick replied that if they would pick up the tab, we would be delighted. 1. Asked if we can furnish anything to State Department on Coiamuaian in Guatemala. Mr. Wisner said that both State and USIA are making current use of material that is being uncovered by the Committee now working in Guatemala. Mr. Dulles said that we should have a preliminary report in the nature of a "White Paper" out and he had no objection to CIA getting the credit. General Cabell: Reported that he had been contacted regarding a briefing for Mr. Dodge on East West trade early next week. Mr. Amory said he had already alerted ORR to get basic materials and graphics together for such briefing and recommended a briefing similar to the one given the Randall Committee. Mr. Amory also felt it would be good to place an ORR man on the Dodge Staff pointing out that this had brought much success in the case of the Randall Committee. The Director discussed a letter which he has Mr. Bissell drafting and gave his ideas what this letter should contain. c. Said State had asked for a paper on Article 2 (Counter-Subversion); asked if the Director wanted to see it before it went to State. Noted also that Mr. Flemming had promised to answer the Director's letter but has not. Mr. Dulles asked Colonel White to call Mr. Maxwell Rabb on this matter. Colonel White reported that he had assembled a Steering Committee and that they have agreed to proceed with detailed studies on the Langley site.
