The Director made it quite clear that this problem is now out
of the intelligence/operational stage and has become purely
political and he felt, therefore. State should pick up the

prior to today's 0CB Meeting.

The Director said Indonesia was "high" on the priority list of

Council - The Director said Secretary Humphrey had reported
that the subject talk had made quite an impact and asked Mr.
Sheldon to obtain several copies of this talk for dissemination
to interested CIA components. The Director stated he particularly
desired to see a copy of the study referred to pertaininj to
threats the Soviets had made at the time various treaties were
signed. The Director noted that this study apparently had
gone back over a number of years and appeared to be worth-white
reading; (3) Fourth Force Paper - The Director said this paper
was being referred by the Bureau of the Budget to Mr. Nelson
Rockefeller and noted a desire to "get after this" as a matter

Briefly reported on his conversation of 21 December with

Messrs. Herbert Hoover, Jr., andi with respect 1
he was preparing a memorandum of this which
would he furnished the Director. Mr. Wisner said that: (1) the
needle is tending to turn in our direction to step-up covert
operations in this country; (2) our Ambassador is being ordered
back to Washington for consultation; (3) we might expect a request
through the 0CB to initiate the action indicated in (1) above;
(4) no clear -C has been made as to what the U.S.
actually wants (5) he intended to obtain Messrs. Hoover
and initials on the memorandum of conversation. The
Director said unless firm decisions were reached he did not
believe this latter action should be accomplished since he felt
that often when people are asked to sign a document which does
not come to any hard conclusions they will tend to clam cep in
future discussions. Mr. Wisner said he agreed with this and.

Mr. Kirkpatrick:
a. Reported that the American Legion had requested a
speaker from CIA to talk before its Executive Committee and
Committee for Foreign Affairs, The Director approved Mr.
Kirkpatrickts suggestion that he (DCI) do this; however, if at
the time the Director finds through pressure of other work he
is unable to fulfil this commitment, one of the Deputies should
make the talk.

Wisnerts suggestion that Congressman Dodd be informed that while
this case is before the U.N. we did not think it a good idea to
circulate the material, but would have no objection to the
Congressman coming here and reading it.
c, Noted Bill Costello had written a letter to the
Director and enclosed a copy of a proposed broadcast which in
his (Kirkpatrickts) opinion was not good insofar as CIA is
concerned, Mr. Kirkpatrick said Colonel Grogan had drafted a

reply to Costello. After some discussion it was agreed that
no reply would be sent but that the Director would ask Costello
and Ed Murrow to come to Washington to discuss this matter.
Mr. Kirkpatrick said he had attempted to get in touch with
Murrow yesterday and found he was out of New York.
