DEPUTIES' MEETING
Wednesday, 10 November 1954
PRESENT: Mr. Dulles. General Cabell, Messrs. Wisner, Amory,
Colonel White Messrs. Kirkpatrick, Helms, Bissell,
Sheldon and II
Mr. Dulles:
a. Referred to a series of cables from the Senior Rep-
resentative, (IN 20332, 20333, 20369) and raised 25X1
the question as to w ether the information contained in theseILLEGIB
messages should be "repeated to Headquarters in full text".
After some discussion it was agreed that our best purposes
could be served by receiving either a summary or a "report"
of the information in question. Mr. Helms undertook to
draft a cable containing appropriate instructions on this
matter. 25X1
f. Raised the question as to the advisability of a
representative from DD/P attending Planning Board Meetings
and after some discussion it was agreed that: (1) DD/P would
designate a representative to attend these meetings; (2) in
those cases where necessary an expert, from DD/P, on the
subject under discussion might also be designated to attend;
(3) DD/I would as heretofore be the CIA Advisor; (4) after a
trial period it might prove unnecessary for DD/P to send the
same representative to each meeting as indicated in (1) above.

Reported that on 20 November there would be another civil
defense test a and noted at the same time it had
been recommendea a overnment agencies send at least 50% of 25X1
their personnel to such safe areas as they may have. Colonel
White said for obvious reasons we could not do this and still 5X1
maintain security*

Mr. Kirkpatrick:
Noted that the Joint Committee on Atomic Energy will be
leaving in the next day or two to visit he Far
East, Mr. Kirkpatrick said the invitation was still open to

Mr. Sheldon:
Stated he had received a request from General Christianson,
Chief of Staff for the Clark group, that each member of the
group, including the staff assistants, be cleared for Special
Intelligence. Mr. Sheldon recommended that the Director take
up this matter with USCIB at its meeting on 12 November. The
Director approved.
