Kirkpatrick, Helms, Bissell. Sheldon and Mr. Dulles: at Noted that is coming in to see him on 4 November respecting his rejoining the Agency, and stated he was inclined to offer him the Senior Representative Post inQ however, if there were any other ideas he would like to hav them rior to the above date. The Director made it clear if does return he would have to do so with the agreement that he would remain for at least two years* he Stated he was concerned over the fact that in some instances sensitive and/or delicate operations are carried out at lower levels without being brought to the attention of the appropriate Deputy, DDCI and the DCI. Mr. Dulles said a case in oint is the contact set up by thel 25X1 and his letter to the rector of September which did not come to the DCI's attention until 20 October. The Director noted the information obtained from 0 25X1 had been passed to the FE Division and apparently some action has been taken; however, this particular contact should have been made known to not only himself but DD/P and DD/I. After some discussion as to how to answer O letter, it was agreed +h-1 this should he necomallshed in a conversation between the I I This conversa- which will indicate tha proposal had been dis- cussed with the Director, it was receiving consideration, and he would be advised later of our decision. In order to avoid future instances of this nature, Hr. Dulles directed that DD/I, DD/P and DD/A, as appropriate, maintain a roster of sensitive contacts and in their discretion bring these contacts to the attention of the DCI and the DDCI. General Cabell: Raised the question of an award for and stated since it was impossible to give him the Legion of Merit, it was recommended that he be awarded the Distinguished CIA Medal. Mr. Amory: Noted a briefing for Governor Stassen would be held on Mon- day, 15 November, from 2:00 to 4:00 p.m., and that Governor Stassen would also lunch with us on that day, The Director indicated he would attend the luncheon and a part of the briefing. Col. White: Reported it was necessary, in view of the Government-wide change in overtime pay, to change our regulations accordingly, and recommended that GS-1O's and below actually be paid for overtime, and 11's and above be allowed to elect either to receive overtime pay or compensatory time off. Colonel White also pointed out that this change in our regulations had been concurred in by all concerned. Mr. Helms said he had not seen it and since DD/P experienced a good deal of difficulty in allowing its senior officers compensatory time, asked to see the regulation before it is published.
