covert operations at the meeting scheduled for 22 October. After
some discussion it was agreed that this should be done orally,;

for future reports of this nature to be scheduled on a calendar

C. Reported that had approached him and 25X1
asked if there would be any objection to his requesting
affidavits from CIA officers who are well-known to him. (25
are involved.) Mr. Helms said he had advised to send 25X1
all of these letters to him and they have ^ow been received.
After some discussion it was agreed that Mr. Helms will discuss
this matter with Mr. and furnish recommendations to
the Director as to whether it would be best to have all of
these people write in Mr. s behalf or whether the 25X1
best interests of the Agency would be served in furnishing him
one letter from the CIA as a whole.
Mr. Amory:
Raised the problem of J. Edgar Hoover's disagreement with
the warning and alert procedures of the National Indications
Center and suggested that the Director might now wish to take
this matter up with the Attorney Genital. The Director indicated
he would do this and advise the Attorney General that he may
wish to have J. Edgar Hoover present during this discussion.
