PRESENT: Mr, Dulles, General Cabell, Mr. Amory, Colonel White,
Messrs. Helms, Kirkpatrick, Bissell, and
Mr. Dulles:
Referred to a cable from the Senior Representative,
(IN 46321) and expressed his concern over the fact that
the information contained therein was not brought to his
attention in sufficient time that it might have been relayed
to the Secretary of State in London. The Director asked Mr.
Helms to establish a mechanism in his office in order to ensure
that dissemination of highly sensitive information is made
promptly if warranted. Mr. Kirkpatrick noted the whole problem
of distribution of raw intelligence is now being studied and
a report should be ready for the Director in about two weeks,
b. Noted a cable to the Senior Representative
(OUT 76880) pertaining to State Department views on t
political situation, and stated in view of the informati
tained in this message he felt CIA has gone beyond its responsi-
bilities in the political action field and, in fact, we are
attempting to dictate policy. The Director went on to point
out that in those instances where the Department of State, for
reasons of security, wishes to use our communications channels
to relay instructions or mat.ters of policy to its missions,
such cables should contain a statement clearly indicating that
the information therein is being transmitted at the request of
the Department, Mr, Dulles also directed that messages trans-
mitting high-level State policy information and/or directives
be brought to the attention of the DD/P for his consideration
as to whether DCI should see them prior to dispatch. The
Director went on to say that when a request is placed upon CIA
to transmit State messages, such requests will be made or con-
firmed in writing. After some further discussion it was agreed
that a further consultation would be held with the appropriate
officers in the Department of State respecting the contents of
OUT 76880, and a clarifying message would be dispatched to
lindieating the instructions in the message in question
were sent at the request of the Department of State.
