Mr, Dulles:
a. Asked DD/I, in coordination with DD/Pi to draft a paper on
the over-all political situation in Indochina, for his possible use
at the next NSC Meetina_
d. Referred to the Randall Report and stated he believed "IA
should produce a study on the pattern of Soviet commercial trade
negotiations. Mr. Amory noted that ORE had already produced studies
on this subject and undertook to have a brief summary prepared for the
Director.

Referred to a cable from appointing as the CIA Representative to replace and noted 25X1

this duty. After some discussion, wherein it was agreed teat General

Mr. Amory:
Stated DD/P had requested that portions of the NID's he made
available to selected CIA Senior Representatives, with the view to
furnishing these Digests to the Chief of the State Department Mission
and Military Commanders in their areas. Mr. Amory said he had t7ilked
with Fisher Howe about this, and he had agreed there would be no
objection to such action in the larger State Mission

and the Army Commanders, then in his opinion our man would, in Fact,
be acting as a political advisor -- which was not in CIA's charter.
However, he could see no objection to Senior representatives receiving
this material, provided it was made available to State and Defense ill
Washington and these Departments advised that the information in question
was being sent direct to selected CIA Stations. After some furtner
discussion, the Director asked General :.abell and 0 to further
consider this matter in coordination with Messrs. Armstrong and "-errv,
noting that he believed our best purposes could be served by: (1)
sending these Digests to our representatives on an Eyes Only basis;
(Z) advising the Departments of state and Defense of this action and
making available to these Departments adbtional copies of the N:JR)'s
in order that they might disseminate them as they see fit.

Briefly reported on a recent conversation he had with Admiral 25X1
Radford and noted that he (Radford) apparently had the idea that
CIA wished to send ahead of 25X1
Both the Director and DDCI stated such was not the case; to their
knowledge this had never been mentioned to Radford and they did not
understand where he got the idea. Pax. Dulles said that the decision
as to whether L-T hould accompany was his 25X1
alone and asked to call Admiral Radford nnd so advise
him. also noted Admiral Radford had raised the question

up on this and a decision would be reached on this matter prior to
