The Director approved. In connection with the policy outlined in the above-mentioned reply, 25X1 noted it appeared well within our Charter, as indicated in NSC Directives which he had had opportunity to read during his present visit to Heacquartor:;. He also said that he had greatly benefited by reading these papers and suggested they be made available, as appropriate, to other Senior Represent:aiives. Noted that General Willems had called him regarding a split report by the Watch Committee and stated he had advised Willems that there was no objection on his part to such reports. General Cabell noted the rep::,ort is question had already been published. Noted the staff of the Senate Appropriations Committee had requested the following: information on the number of Supergrades in CIA; obl: Nations and expenditures; and the number of motor vehicles operated by the Agency. In connection with the latter, Colonel White noted that a breakdown of th;- number of domestic and foreign vehicles had not been requested. The Director anprovel furnishing the above information to the 'Committee but stated, however, the number of motor vehicles should be broken down as to domestic and foreign with a statement as to the reason why it was necessary for the Agency to maintain a large number of cars, trucks, etc., overseas; i.e., clandestine activities. Colonel. White and Mr. Kirkpatrick undertook to work out an appropriate statement which will be classified in vier! of the operational information contained therein. Referred to a discussion at the Dep)jties' Meeting on Friday, 29 January 2 5X1 1954, respecting a report on Soviet t'.loc4 import and export of motor vehicles requested by and stated he did not believe this information should he made available since it would establish a precedent and therefore 25X1 leave us open to similar requests from other publishers. I oinj.ed out that at the above-mentioned Deputies' Meeting, it had been agreed that 25X1 this information would be furnished through without attribution to CIA 25X1 ,r'. Sheldon, in response to a query from the Director, stated we were not being pushed for this report and, in fact, he doubted if there was an thin to be gained by making it available.
