PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Amory,
Colonel White, Messrs. Kirkpatrick, Helms, Sheldon,

Mr. Dulles:
a. Noted a report on ChiCom indoctrination of American
POW1s, and stated this was an excellent piece of work and he
desired to personally compliment the authors. 25X1
undertook to arrange this. The Director also as a r.
Bissell to study this report with a view to determining if
there are any lessons to be learned.
b. Referred to a proposed letter to Congressman Taber
respecting CIA personnel strength at home and abroad and
gave instructions to Colonel White regarding the revision of
its enclosure. In connection with this enclosure, the Director-
noted the strength of and stated it should be 25X1
reduced by at least 25% within the next year.
General Cabell:
a. Briefly reported on action taken by
in connection with the situation General Cabell

said this action had been coordinated with the Secretary of
State, who had approved.
b. Received the Director's approval that Area Division
Chiefs attend AD Meetings in the future.
c. Reported that Admiral Radford had called respecting
NIE 100-3-54 and stated Radford had expressed surprisest the
opinions contained therein and did not feel the paper supportea
current U.S. policy.
d. Reported he had called Congressman Dewey Short as
directed by DCI and that Short had been "completely non-committal".
The Director asked to remind him to call Mr. Short
after the NSC Meeting today.
e. Reported that AVIATION WEEKLY had turned us down on
revealing their source of the pictures of the two Soviet
aircraft appearing in a recent issue. General Cabell said that
as a result of this he had raised the problem at an IAC Meeting
and it had been agreed to pool our resources, here and in
together with those of the other intelligence agencies,
in order that a concentrated effort will be made to determine
the source of the information in question.

concerning the Japanese vesse which was showered with atomic
particles" and stated this cable was the result of a query on
our part in connection with a discussion held on this subject
at the last OCB Meeting. Mr. Wisner recommended that the
information contained therein be made available to Admiral
Strauss and the OCB. The Director approved.

Colonel White:
Briefed the Director on the current status of the transfer
of funds from CIA to the FBI for a particular purpose. The
Director said that at the time he discussed the CIA personnel
situation with Congressman Taber he would also raise this matter
since he wanted Congressional approval before the transfer of
these funds is finally made. 25X1
a. Stated he had concurred in a Department of the Army
cable to its Attaches which authorized them to visit Soviet
Military Schools if invited. Mr. Amory noted it was not
intended that any such visits would be reciprocated on the part
of the U. S.
b. Reported that the question had been raised as to whether
I Iwas on loan to OCB or was now, in fact, a full-time
emp oyes o that Board. It was the consensus that the latter was
true; however, the Director asked Colonel White to look into
this matter.
Mr. Sheldon:
Noted that recently Ambassador Lodge had attempted to get
in touch with the Director through the Watch Officer and seemed

most reluctant to take his word that the DCI was out,of the
city. Mr. Sheldon suggested that when senior officials of
the Agency intend to be away they so notify the Watch Officer
in writing in order that he might have something authentic
from which to quote.
