Kirkpatrick, Helms, General Truscott, Messrs. Sheldon and Stated that Deputy Secretary of Defense Kyes had furnished him with a copy of his address before the Inland Daily Press Association in Chicago on 26 May 1953, and noted that in several recent instances public speeches and appearances before Congressional Committees by certain high Government officials contained information which might be at variance with National and CIA Estimates. The Director noted his concern over such statements and said we should be prepared to defend our estimates if necessary. Mr. Kirkpatrick pointed out that by and large testimony before Congressional Committeess made in Executive Session, however, he would direct Mr. Pforzheimer to bring to his attention for the DCI any testimony of this nature which might appear in the Congressional Records. In addition to this, the Director also asked that Pforzheimer be advised to bring to his attention any t~ - addresses as indicated above. 25X1 b. Reported that he had discussed with the other Deputies the matter of future promotions to and withinsupergrades. It was agreed that pending the outcome of a study on this problem, to be prepared by DD/A, all such future promotions would initially be temporary. a. Noted an article in either the Saturday or Sunday NEW YORK Tli's~; concerning the "information activities of the Government", and suggested. that the Director might wish to call Senator Hickenlooper on this.
