DEPUTIES' MEETING

PRESENT: Mr. Dulles, General Cabell, Mr. Amory (part of Meeting), Messrs`
Helms, Houston, Kirkpatrick, Sheldon and

Mr. Dulles:
a. Noted an editorial in today's WASHINGTON POST which alleged that
no specific statement had ever been made by the Soviets that Beria had
actually been arrested and asked Mr. Sheldon to look into this.
Mr. Amory:
Reported that Mr. McCloy intended to visit Europe in the near future
and had indicated he would appreciate a briefing from CIA and also an
opportunity to see the Director. The Director approved. Mr. Amory under-
took to follow through on this, noting that Mr. McCloy was expected ir.,
Washington next week.
Mr. Kirkpatrick:
a. Reported that Senator Knowland was returning about 1 October anc.
had agreed to a debriefing on Saturday, 3 October. The Director asked
Mr. to arrange this.

b. Stated that three members of the House Appropriations Committee
were on their way to Europe to look into VOA and "allied activities",
and suggested that he pass this information on to I in order
that the proper officers in the field might be notified. The Director
approved.
c. Suggested that Mr. Pforzheimer pay a courtesy call on Senator
Fred A. Seaton, the newly appointed Assistant Secretary of Defense for
Legislative and Liaison Matters. The Director approved.
d. Reported that in several recent instances it had been necessary
for him to explain to employees "why their services were no longer required"
and expressed concern over the fact that in the majority of cases these

Mr. Kirkpatrick (Continued):
people had received "Satisfactory" or better efficiency reports,
promotions, etc., and this, therefore, made his task more difficult.
Mr. Kirkpatrick pointed out that in addition these people are aware
of the fact that we are hiring new employees and this, coupled with
the above, went a long way toward causing disgruntlement and leaving
the door wide open for these individuals to approach Members of Congress.
The Director asked what action could be taken to rectify this situation
and Mr. Kirkpatrick said as a starter he planned to send his reports for
the preceding six months on this subject to the Deputies, recommending
that they discuss this problem with their responsible officers. The
Director approved.

a. Stated that had received a request from ONE to
brief the Board of National Estimates, on Iran. The Director said he
would prefer that this be delayed for the time being and Mr. Helms 25X1
undertook to so notify Mr.
