attention of Alexis Johnson and Assistant Secretary of State for Far
Eastern Affairs Walter S. Robertson, noting that this information was
related to a recent story in TIME.
c. Asked DD/P to furnish comments prior to the next 0CB Meeting
on the proposed organization of that Board. Mr. Amory raised the question
of function and the Director said it was contemplated that
he be used as an Intelligence Advisor to the Board, which would involve
liaison activities only. -
d. Stated he was planning to call on Senator Potter and offer him
our assistance in his investigation of Communist atrocities committed
against U.S. POW's in Korea, and asked DD/P to furnish him a memorandum
on this subject.
e. Asked Mr. 0 to ensure that the "Basic Plan for U. S. Action.
to Destroy and Counter-Exploit the Soviet Bacteriological Warfare Myth"
was placed on the Agenda for the next 0CB Meeting, and noted he would
like to see this paper again. In connection with future 0CB Meetings,
the Director stated he wished to hold attendance of CIA representatives
to an absolute minimum. Mr. Helms suggested and one other
officer. The Director approved. (Mr. 0 undertook to advise Mr.

h. Noted a cable
concerning the Army position on joint I loperations, and asked 25X1
Helms to obtain a copy of the letter referred. to therein and the other
facts on this case in order that he (DCI) would be in a position to
discuss this problem with Admiral Radford. The Director also asked
Mr. Helms to reply to the above-cited message.
J. Stated that the last hour of the briefing for Vice President
Nixon, which is scheduled for Friday, 2 October, from 2:00 to 5:30 P.m.,
should be reserved for (NOTE: I has been
advised.)
Mr. Kirkpatrick:
b. Reported that Congressman Judd would be in Washington on or about
12 October.
c. Stated that Congressman Albert Thomas had returned from his trip
and was now in Texas. The Director asked Mr. Kirkpatrick to draft a
letter for his signature to the Congressman.
